Part 3 of the Housing Act 2004 gives Councils the power to introduce a licensing scheme for private landlords who let property in particular areas within the Council boundary. This is known as Selective Licensing.

Selective Licensing can be introduced in areas where there is low demand for housing; high levels of anti-social behaviour; areas where more than 25% of houses are privately rented; areas located within a declared renewal area, or a combination of the above.

This poorly thought out legislation was supposed to improve living conditions for residents and the surrounding community. It works alongside existing policies on homelessness, regeneration and anti-social behaviour.

The reality, however, is somewhat different. Selective licensing :

* Is a stealth tax for local councils
* Adds cost & bureaucracy
* Won’t improve anti-social behaviour
* Is borderline unenforceable
* Will alienate investors
* Puts regeneration at risk
* Has no evidence of success!
